In 1939-1941 the Department of Taxes 
(now called Department of Finance) photographed 
(in black & white) every taxable building in the five 
Boroughs as part of its real property appraisal system. 
The collection is known as the 
"Tax Photographs." 
Vacant land was not photographed.
