A Warrant for a Sea Captain.
Upon complaint of the Health authorities a warrant was today issued by 
Justice WALSH for the arrest of Captain MISSMAN, of the brig Burgermeister 
Studd, for violating the law which requires captains of vessels to report 
to the authorities any cases of contagious disease that may have occurred 
on the voyage to this city. Five deaths from yellow fever are reported to 
have occurred on the vessel in question while on her way from Santos, 
Brazil, with coffee consigned to this city. On reaching this port she was 
placed in quarantine until she had been thoroughly fumigated and 
disinfected. A permit was given the vessel to discharge here, but at the 
time no report of disease having occurred on the voyage was made.

SMALLPOX
The Disease Brought to Brooklyn on a Ship  Prompt Action of the Health 
Authorities.
For ten months and a half there has not been a case of small-pox in this 
city. A vessel, the brig Bessie May, from Matanzas, Cuba, has, however, 
brought the dreaded disease to Brooklyn; but, owing to the precautionary 
measures taken by Sanitary Superintendent RAYMOND, seconded by Dr. 
THOMPSON, the Deputy Health Officer of the port, it is hoped that no bad 
results will follow. The small-pox was acquired in Havana, where it was 
very prevalent, by the second mate, but the disease did not appear until 
Matanzas was reached. Not other case appeared until this city was reached, 
the vessel clearing Quarantine by concealing the fact that the vessel had 
touched at Havana. It is said the captain, BUCK, even told the Quarantine 
authorities that there was no sickness on board. The vessel reached here 
last Saturday night, putting in at the foot of Congress Street. The captain 
was taken sick on Sunday night. Five of the crew and the Steward had 
meanwhile removed to a sailor's boarding house in Cherry Street, leaving on 
the vessel the captain, his wife and child and the sick mate. Officer 
POWERS, of the Sanitary Squad, and Dr. CHURCH, who was called on to treat 
the captain, discovered the facts yesterday, and reported them to the 
Health authorities. Sanitary Superintendent RAYMOND at once prohibited the 
discharge of the cargo of sugar, and had the vessel towed to Quarantine. 
The New York Health authorities were notified that the sailors had gone to 
Cherry Street.

arrived here at 11 o'clock A. M. yesterday, on her way to Liverpool.

-George H. CONKLIN, of 700 Lorimer street, sailed for Europe to-day in the 
steamship Germanic, of the White Star line. he goes on a pleasure trip and 
will be absent about three months.

Arrival of Emigrants from Amsterdam
   The steamship Castor, Captain John R. FISHER, of the Amsterdam line,
arrived at her dock, Watson's Stores, with 450 steerage and sixty-two first
and second class passengers last evening after a severe passage of seventeen
days.  Had head winds and very heavy seas.  Not a sail could be used on the
whole passage, which is something unusual for this time of the year.  After
the gang plank was put out the passengers marched out in military order,
men, women, and children, and on the pier they organized themselves into a
committee of the whole and passed resolutions, expressive of their thanks to
Captain FISHER and his officers for their kindness to them during the
passage.  They then serenaded the captain with both vocal and instrumental
music, to which the captain responded in a neat speech, after which he did
the honors usual on such occasions.  After the ceremonies were over the
passengers joined in various amusements until the small hours of this
morning, when they retired to have one or two hours sleep.  A barrel of ice
water was kept on the pier for their use until they all left for Castle
Garden this morning, and then as the female passengers left the pier they
were presented with a japanese fan as a souvenir.  It is evident that Mr. R.
R. H. TOE'LAIR, of the Amsterdam line, tries to do all in his power to
accommodate the passengers that the ships of the Amsterdam line bring over
to this country.

Arrival of Emigrants
   The steamship Nemesis, Captain PEASE, of the Royal Netherland S. S. Co.
(Asterdam Line), arrived at her dock, Watson's Pier yesterday afternoon,
with 650 steerage and sixty-five first and second class passengers, and a
large assorted cargo, consisting mostly of steel blooms, rails, rods, wire,
wine, tobacco, etc.  The Nemesis arrived at her pier at three o'clock, when
the passengers were permitted to go on the dock, when a meeting was called
to order by one of the passengers and resolutions were adopted thanking
Captain PEASE, Captain Vandyk BLOCK and the other officers for their kind
and gentlemanly treatment to the passengers during their passage to New
York, and also recommending any of their country-people who anticipate
coming to America to come by the Amsterdam Line.  After the meeting
adjourned music, singing and dancing was indulged in until a late hour, when
they returned to the ship for sleep.  The General Agent for the U.S., R. R.
H. TOO LAER, was on the pier attending to the wants and comfort of the
passengers preparatory to their departure for Castle Garden.

The Amsterdam Line
   The steamship Surrey, Captain W. BACON, of the Amsterdam Line, left
Watson's Stores on Saturday afternoon with 230 steerage and 27 cabin
passengers.  Also a very large cargo of grain, lard, oil, tobacco, etc.
   The steamship Jason, Captain HENLOPEN, of the same line arrived at the
pier that the Surrey left with 570 steerage and 22 cabin passengers and a
large assorted cargo.  Captain HEPLOPEN reported that he passed a number of
icebergs about 100 miles from where he encountered bergs which caused him
much trouble last May.  The passengers on their arrival at the pier on
Saturday returned their thanks to the captain and the other officers of the
Jason for their kindness to them during the passage.

GERMAN IMMIGRANTS
Two Who Claim to Have Been Swindled by Joseph SCOTTO Have Him
Arrested - An Illustration of the Dangers of Live in Castle Garden.
Joseph SCOTTO, the Italian interpreter and ex-special officer, who was
before Justice WALSH several months since on a charge of defrauding
a number of his fellow countrymen who kept fruit and nut stands by
representing that unless they paid him a certain amount of money they
would be forced to cease doing business, was this morning arrested on a
charge of having swindled two Germans out of $22.  The complainants
were Moses and Joseph KAPLAN, father and son.  They allege in their
complaint that they were in Castle Garden several days since, the only
money they had being $22 between them.  They came from Germany 
only a few months ago, but were unfortunate in not being able to procure
employment, and spent what funds they had with the exception of the
amount mentioned.  Their desire was to return to Bremen and they were
discussing the improbability of securing the necessary sum of money to pay
their passage on the steamer when they were accosted by a stranger who
had played the part of an eavesdropper.  He asked how much money they 
had and was told $22, whereupon he said that he had a philanthropic friend,
the owner of several sailing vessels which plied between New York and 
Bremen, and who could probably be induced to carry them over for the money
which they had, provided that they would lend a hand occasionally during
the voyage.  To this they agreed, and following the stranger were brought to
SCOTTO's residence, No. 133 Navy street, in this city.  SCOTTO said he
owned a number of vessels, and was willing, as a matter of charity, for the 
$22 to give the men passage.  He showed them a shield and after taking the
$22 gave each a ticket purporting to entitle them to a passage from New York
to Bremen.  When the men got to New York they found that the tickets were
worthless. They returned to this city and going before Justice WALSH swore
out a warrant for SCOTTO's arrest, giving the fact related above.  SCOTTO
was this morning taken into custody and brought before Justice WALSH.  As
the complainants were not in court when the case was called, SCOTTO was discharged.

THE AMSTERDAM LINE
The steamship Jason, Captain HENLOPEN, of the Royal Netherland S.S. Co.,
left her pier at Watson Stores on Saturday, at three o'clock P.M., with
252 steerage and sixteen cabin passengers and a full general cargo.
The steamship Polluz, Captain MULLINCKROT, of the same line, arrived
about the same time from Amsterdam, with 390 steerage and twenty-two
cabin passengers and a full assorted cargo.  The Pollux had fine weather
during the whole fourteen days.  The captain and the other officers did
all that lay in their power to have the passengers enjoy themselves
during the passage over, and the passengers, before leaving the ship for
Castle Garden, tendered a vote of thanks to Captain MILLINCKROT and the
other officers of the Pollux and the management of the Amsterdaym Line
for the kind attention that was shown them.

EMIGRANTS AT WATSON'S PIER
The Royal Netherlands steamship Castor, Captain FISHER, arrived at
WATSON's Pier on Monday afternoon after a run of sixteen days from
Amsterdam.  She landed 457 steerage and twenty-two first and second
class passengers.  The steerage passengers were of the sturdy class of
agriculturists and mechanics, many of them fairly well supplied with
money, and before departing for Castle Garden they thanked Captain
FISHER and his officers heartily for the uniformily kind treatment they
received on shipboard.  The Castor's cargo consists of rice, various
colored leads, fancy furniture, herrings, etc.  Over 300 large cases of
Dutch bulbs were brought over by her, and 100 cases of returned
firearms.  Her return cargo will consist mostly of flour, and among
other things 1,000  16 and 18 feet oars.

A Mess-Boy Held For Larceny.
Stealing $500 and the Papers on the Steamer Henderson.
R.H. CARROUTH, a young man employed as mess-boy on the steamer Blanche
Henderson, of Tampa, Fla., was arraigned in Essex Market Court, New York,
this morning on a charge of larceny preferred by Capt. MILLER, commander of
the steamer.  A short time  ago young CARROUTH, the Captain alleges stole
$500 and the ship's papers disposing of the latter for a trivial sum,
although they were of the upmost value to the company.
At first Capt. MILLER did not suspect any one of the crime, and put the case
in the hands of Inspector BYRNES.  Detective LAWLER was put on the case and
he arrested CARROUTH.  Justice Patterson held the accused.

William Mc INTOSH, a sailor on board the schooner Louisa, and several others
of the crew, filed a libel suit in the United States Court yesterday against
the vessel.  They claim $580 due them for wages.  They say that for three
days during the voyage the men were put on short rations, and at one time
had no food to eat.

William HATTERSLEY, steward of the steamer Egyptian Monarch, who was

Superintendent DALLET of the Red "D" line of steamships, discovered yesterday 
a daring plan to smuggle 3,000 cartridges to South America, on board the 
steamship Maracaybo, belonging to the line.  Superintendent DALLET seized the 
cartridges.  The Maracaybo sailed this morning for Venezuela.

RELIEVED SCHOONER IN DISTRESS AT SEA
The Hamburg-American steamer Armenia, which arrived today from 
Hamburg, brings a distress story from the sea.  On 
Wednesday morning at 9 o'clock a schooner was sighted showing 
signals of distress.  The steamer was headed that way and brought 
to a stop.  A boat was launched from the schooner with two men, 
who rowed along side and clamborerd to the bridge.  They said 
their little vessel was the Nova Scotia schooner, M.L. Lewis, 
bound for St. Margaret's Bay.  She was a coasting craft blown off 
her coast and was short of provisions and water.  There were five 
men on board very weak from hunger and thirst.  The Armenia supplied 
them with provisions and water for twenty days and gave them some charts.

The Hamburg-American line steamer Pennsylvania, which arrived 
today from Hamburg, Boulogne and Plymouth, brought two lions, 
several deer and a number of crates of woodcock and other birds.
One child of 5 years, a steerage passenger, 
died of contraction of the larynx during the voyage.
Among the passengers were

John B. MEYER and Charles WILSON.

DIED OF APOPLEXY ON THE MORRO CASTLE
Chief Engineer GARDNER's Body and That of Ensign BRISBIN Brought Here.
The steamer 'Morro Castle', which arrived this morning from Havana, 
reports that yesterday at 1:45 A.M., William S. GARDNER, the chief 
engineer, was found dead in his room.  Death was caused by apoplexy.  
Chief Engineer GARDNER was one of the oldest engineers in the employ of 
the Ward Line.  He was 67 years old and resided in Sixty-second street, 
South Brooklyn.  The body was brought to port.
On board the 'Morro Castle' was the body of Ensign BRISBIN, who shot 
himself on board the United State cruiser 'Tacoma' at Guantanamo.

       The new steamer Francis, of the Booth Line, which will ply between 
this city and the River Amazon, arrived here today on her initial voyage.  
She was built at Glasgow and has a tonnage of 7,328.
       Henry VONECKHARDT, German Minlater to Cuba, was a passenger on the 
steamer Saratoga which arrived from Havana today.

RUNAWAY NORWEGIAN SAILORS ARE CAUGHT
Before United States Commissioner MORIE four deserting Norwegian sailors
were to-day given preliminary hearing upon the technical charge of
having entered the country without official examination.  On the night
of July 26, while on shore leave, the seaman escaped from the steamship
Woldegaurd, now at Yonkers in preparation for a trip to Mexico under
command of Capt. M. WIIG.  Since their filing every Norwegian rendezvous
in New York and New Jersey had been ransacked for their apprehension.
Late last night, however, the sleuths struck the trail and after
locating the refugees in the sub-cellar of a saloon in Hamilton avenue,
James T. PERKINS, a private detective, in company with Patrolman William
J. MC MILLEN, of the Hamilton avenue station, surprise them while asleep.
After examination to-day by Major MORIE, they were committed to the City
Prison to await the action of the Norwegian Consul, who will remove them
to Bergen, NOrway, for trial in accordance with treaty law.
All but one spoke English.  Their names are Henrik ZVIGSTAD, Anton
AMBLE, Samon VEFRING and Sigurd HALSTENSEN.
